基于数据包络分析方法的灌溉用水效率测算与分解 被引量:17

摘要 本文利用1997—2006年31个省份的面板数据,采用数据包络分析方法对中国宏观层面的灌溉用水效率进行测算与分解。结果表明,几乎所有省份的灌溉用水都处于低效生产配置状态,存在很大的改进空间,单位面积灌溉用水效率均值不足0.6,这意味着在其他投入保持不变的情况下,达到目前的产量可减少40%的用水量,而且灌溉用水效率与农业生产效率相比地区间差异更大,西北地区是全国最具节水潜力的区域。进一步的效率分解结果显示,较之生产技术水平的提高,改进农业生产经营规模、增强水投入自由处置性可以更大程度地节约有限水资源,优化农业水资源管理与经营体制已成为解决中国各省份普遍存在的灌溉用水效率低下问题的当务之急。
