中国城乡关系的阶段性与统筹发展模式研究

The Stage of Chinese Urban-Rural Relation and its Development Model

人类社会城乡关系经历了乡育城市、城乡分离和城乡融合三个阶段,对应于这三个阶段的理论研究和城乡关系治理也体现出合—分—合的特征。由于我国不同区域的城乡关系存在巨大差异,处于不同的阶段,因此,城乡统筹的对策和政策也应有所差别。对处于城乡融合阶段的区域,重点要破解城乡二元制度,实行城乡合治,以城市社会的治理方式来治理整个区域;对处于城乡分离后期的区域,要给予乡村公平的发展机会,实现城乡规划、产业发展、基础设施及公共服务等的一体化发展;对处于城乡分离前期的区域,要在发展中心城市的基础上,以财政转移支付等方式提升乡村基础设施和公共服务水平;对处于乡育城市后期的区域,要积极推进工业化和城市化进程,发展特色产业,培育城乡统筹能力。

The urban rural relation can be classified three stages： the stage of country breeding city, the separating stage, the incorporate stage. The theory and practice have distinct character of integrating-dividing-integrating accordingly. Because China has remarkable regional difference, the urban-rural relations of different regions are on different stages. The countermeasures and policies of planning city and country as a whole are different, too. To these regions on the incorporate stage, the keystone are abolishing the urban-rural dual structure and administrating the whole region as city. To these regions in the evening of separating stage, the keystone are endowing country the equitable development chance and promoting the incorporate plan in industry, infrastructure and public services in city and country. To these regions in the forepart of separating stage, the keystones is promoting secondary allocation in favor of country and upgrading infrastructure and public service in country based on the central city＇s preferential development. To these regions on the evening stage of country breeding city, the keystones are promoting industrialization and urbanization.
