垃圾处理产业体系的构建应从实际出发,坚持"政府引导,社区组织、企业参与、自产自消、因地制宜、源头控制、资源回收利用"的原则和"物质利用先于能量利用,物质再利用先于物质再生利用"的资源回收利用原则,并按部就班实施。

The construction of the waste treatment industry system should proceed from actual conditions, and be carried out along the prescribed path, and comply with general principle, i.e, the industry must be guided by government, organized by community, attended by enterprise; the waste must be treated by dischargers, be controlled at sources; the action must be suitable to local conditions, and the resources must be recycled. Furthermore, the material use is prior to energy use, while the material reuse is prior to material recycle.
