摘要
建设现代渔业是一项大的系统工作,渔业保险制度只是这项大工程的子系统,如何在建设现代渔业的过程中建立与之相匹配的渔业保险制度,目前理论研究和制度安排上还都十分薄弱。本文就这个问题试着谈了些想法,在基于对现代渔业建设中背景、基础和标志的分析后,就现代渔业保险制度中管理渔业风险的现实需要、服务渔业发展的产业政策、争取国家补贴的有效途径作了思考,并根据国内外渔业保险的实践,提出了我国渔业保险制度的发展思路。
Modern agriculture and modern fishery construction was strongly promoted by central leadership. It was widely discussed and in practice in the public society. A series of plans, programs and measures were constituted. Modern fishery construction is a big systematic work. Fishery insurance system is just a branch of the big system. It is very important to establish suited fishery insurance system in modern fishery construction. This issue needs to be studied and planed. This paper has proposed some suggestions on fishery insurance system development in China based on analysis of modern fishery construction background, requirement for fishery insurance in fishery risks management, industry policy for service fishery development and effective approach for striving for state subsidy.
