政府职能转变问题探究——吉林省新一轮机构改革后的思考

The Problems Research on the transformation of government functions——A thought after Agencies Reform of Jilin province

目前,中央政府以大部制为标志的新一轮机构改革已经完成,各省级政府的机构改革也相继实施完毕。但是,在完善政府机构体系的基础上转变政府职能仍然是各级政府工作的重心。本文以机构改革后政府职能转变仍待解决的问题为核心,探索了进一步理顺职责关系,优化政府组织架构,规范机构设置,完善行政运行机制,消除制约政府职能转变的体制性障碍的改革方向与路径。

After central government promoted large government departments system in new governmental organization reform process, the local governments finished reform successively.Transformation of government functions will be the work focus of local governments in the future. This paper takes the transformation of government functions as core. This paper analyzes how to adjust relations, organize structure optimization and improve administrative running system in order to eliminate the impediments of transformation of government functions.
