新农村建设是我国目前和今后较长一段时期和谐社会建设的重点。在新的历史条件下,现有农村建设的法制理念和制度已经不能适应新农村建设的要求,必须尽快实现转变和创新,即从稳定理念向可持续发展理念转变、从保障理念向统筹城乡发展理念转变、从政府主导理念向多元主体共同参与理念转变、从非均衡发展理念向均衡协调发展理念转变,并在新的法制理念指引下完善新农村建设的法制体系,构建真正符合新农村建设需要的科学的法制体系。

The construction of a new socialist countryside is of great importance during the period of building a harmonious society in China. Under new historical conditions, current legal ideas and institutions in the countryside have failed to meet the requirements of he construction of a new socialist countryside. Therefore, transformations and innovations must be made as soon as possible. Ideas of stability, guarantee, government-led participation, unbalanced development should be turned into the ones of sustainable development, coordinated urban-and-rural development, multi-subject participation and balanced development respectively. At the same time, the legal system of the construction of a new socialist countryside should be improved.
