摘要
以港口投资成本、运营效率为主要优化目标,在分析港口损益、生态承载力、供给需求等约束下,借助随机规划建立单个港口投资优化决策理论模型,解决现有的港口投资优化决策理论忽视港口运营效率、生态承载力等可持续发展能力的弊端,从而防止港口资源的巨大浪费和对生态环境的破坏,具有实际应用现实意义.
Chinese ports are facing over-investment with rapid economic growth and fierce competition. At the same time, the existing port investment planning theory and methods have been unable to adapt to the future of the port at this stage and the actual needs of sustainable development. In this study, with analyzing the port profit and loss, ecological carrying capacity and other constraints, the cost of port investment and operational efficiency as the main optimization objectives, the stochastic programming to optimize a single port investment decision-making model was established. It resolved the optimization of the existing investment decision-making theories ignoring the drawbacks such as operational efficiency, ecological carrying capacity of the sustainable development capacity, which prevent the enormous waste of port resources and the destruction of the ecological environment. This guarantees the model's practicality and utility.
