初论构建中国的民主、法治指数

On the Chinese Index of Democracy and Rule-of-Law

近十多年来,民主、法治指数逐步发展成为评价民主、法治发展的一个重要标准,在国际范围内受到了越来越广泛的关注。该类指数意义重大,有利于科学决策、监督政府的绩效与实施比较研究。目前对民主、法治指数的研究,理应进一步增强其普适性、强化其客观性并消解其霸权性。由于民主、法治指数涉及到中国发展模式的正当性与国际形象等重大战略利益,理应得到学界的重视。本文从多等方面初步提出了构建中国构建有国际竞争力的民主、法治指数的思路。

Over the past decade,the index of democracy and rule of law has gradually developed into an important criterion,which used to evaluate the content and quality of democracy and rule of law,has drawn great attention from the worldwide.Such index is conducive to scientific decision-making,supervision of government＇s performance and implementation of comparative studies.The research on such index should further enhance its universality,strengthen its objectivity and neutralize its hegemonic nature.Such index should be paid more academic attention in China,due to its relationship with Chinese international image and the legitimacy of development model.In this article,some approaches of establishing the index of democracy and rule of law with Chinese characteristic is made out.
