摘要
依据可持续发展理论,文章从可持续利用的角度分析了湖南省水资源利用现状,运用水资源可持续利用的协调系数、可持续系数及经济效益系数,对湖南省2003—2007年水资源利用的变动趋势进行纵向比较分析,同时与江西省和湖北省进行横向比较分析。结论是,湖南省水资源可持续利用基础及潜力好,水资源、环境、社会、经济协调处于预警状态;实际用水量过高,尤其是工业用水过多;水污染、水浪费较为严重,可持续性亟待改进。在此分析基础上,为提高湖南省水资源的可持续利用能力提出了具体的对策与建议。
The paper,based on the theory of sustainable development,analyzes the current situations of the use of water resources in Hunan from the perspective of sustainable utilization.By means of the coordination coefficient,the sustainable coefficient,the economic coefficient of sustainable use of water resources,the paper makes a comparative longitudinal analysis of water use in Hunan from 2003 to 2007,and a horizontal analysis with Jiangxi and Hubei,with the conclusions that the basis and potential of sustainable use of water resources in Hunan province is good;the coordination of water resources,environment,society,economy are under a warning status;the actual water consumption is too high,especially for industrial utilization;the water pollution and the water waste become more serious,and the sustainability needs improving urgently.In order to improve the ability of the sustainable use of water resources,the paper presents some specific suggestions.
