贵州省瓮安县集体林权制度改革的实践与思考

Thoughts on the Collective Forest Property Right System Reform in Weng'an County,Guizhou Province

本研究对贵州省瓮安县集体林权制度改革的实施情况进行实地调研。通过对调查结果的分析发现,瓮安县集体林权制度改革符合农户意愿,并取得了显著效果,主要体现为农户收入增加,林业生产积极性提高,林权纠纷调处卓有成效,盗伐滥伐林木明显减少。随着集体林权制度改革的逐步深入,如何提高森林经营水平、完善林权流转机制和采伐限额管理制度、加强林业保险体系建设等,已经成为巩固和深化瓮安县集体林权制度改革成果的关键性问题。

Implementation of the collective forest property right system reform in Weng＇an County of Guizhou Province was investigated and analyzed. The result showed that reform of collective forest property right system in Wengan County was in line with the wishes of local farmers, and had achieved significant results, mainly reflected at the increase of farmers income and forestry production initiative, fruitful mediation of forest property right disputes, and the significant reduction of illegal logging. With the gradual deepening of the collective forest property right sys- tem reform, some supporting measures become the key issues to consolidate and deepen the results of collective forest property right system reform in Weng＇an county, such as how to improve the level of forest management, consummate the transfer mechanism of forest property right and cutting quota management system, strengthen the construction of forestry insurance system, etc.
