中国民主政治建设已从一般层面进入核心层面,即以实行人民群众当家作主为目标的深层次改革。加强知情权、参与权、表达权、监督权建设,是拓宽舆论表达渠道的突破口。公民有依法了解政府与官员行政行为及一切有利公民正当活动信息的权利,这是社会舆论生成的前提。参与权的确立,为公民进入公共事务管理开辟了广阔道路。表达权是公民依法享有的按自己意志自由表达观点、意愿和态度的权利,涵盖言论、出版、新闻、评论、批评、通信自由等多种权利。监督权的缺失导致舆论表达的困顿,这一难点的破解将使新闻传媒发展和新闻传播研究走上一个新的高地。

China＇s democracy construction has already entered the core level from the general level, name- ly the deep reform to ensure that the people are masters of the country. Strengthening people＇s right to know, to participate, to express and to supervise is a breakthrough to broaden the channels of public ex- pression. The citizens have the legal right to understand the administrative actions of the government and officials and all other kinds of information that are beneficial to citizens＇ legitimate activities, which is the premise of public opinion generation. The establishment of right to participate opens a wide road for citi- zens to enter the public affairs management. Right to express presumes that the citizens, according to law, will possess the right to express views, standpoints and attitude freely, including the freedom of speech, publication, journalism, review, criticism and correspondence and other rights. The lack of supervision will lead to the difficult position of public opinion expression, and its solution will make journalism media development and communication research reach a new highland.
