Promoting Healthy Development of the Non-public Sectors of the Economy in China

改革开放以来,特别是"十一五"期间,我国非公有制经济发展取得了一系列重大成就,但在非公有制经济理论研究、政策环境以及非公企业融资、家族企业治理等方面仍面临一些矛盾和问题。促进非公有制经济健康发展,必须深化对其本质属性的研究,打破行政垄断和政策掣肘,着力化解小型、微型企业融资难题,实现家族企业现代化并向纵向兼并重组转变。

Since the reform and opening up, especially during the Eleventh Five-Year Plan period, the non-public sectors of the economy in China have scored great achievements. However, we must be well aware that there are still quite a few difficulties and problems. The outstanding ones include the following, theoretical research and policy environment, financing system and family governance structure of the non-public enterprises. The healthy development of the non-public sectors of the economy in China should be fulfilled after deepening exploration of its essence, breaking down the administrative monopoly and policy constraints, solving financial difficulties of small and tiny enterprises, modernizing familyowned enterprises and switching to the vertical merger and combination.
