Strategic Thinking for Shanghai in a New Development Stage

近二十年来,上海一直保持两位数的经济增长,全球金融危机的冲击引起的发展速度回落,给了我们许多启示,这就是必须以结构调整为重点,推进经济发展方式的转变。上海在"十二五"期间,可以选择以所有制(产权)结构、产业结构、需求结构和城乡结构调整为重点,为上海建设"四个中心"打下坚实的基础,促进上海城市功能的提升。

Over the past two decades,Shanghai has maintained double-digit economic growth.However,the fact that the global financial crisis reduced the growth rate quickly has many implications for us.There is the need to focus on structural adjustment by transforming economic development patterns.In the period of ＂the 12th Five-Year Plan＂,Shanghai should give priority to the adjustment of ownership（property）structure,industrial structure,demand structure and urban-rural structure and lay a solid foundation for building the ＂four centers＂ of economy,finance,trade and shipping in the world and promoting the upgrading of urban functions of Shanghai.
