我国房价虚高的政府职责探析

摘要 "安居乐业"的传统习俗和我国人多地少的矛盾,再加上住房保障制度不健全,以及其他社会改革措施的不配套,决定了我国政府不应把房地产完全推向市场。从国际经验来看,大多数发达资本主义国家也没有把房地产完全推向市场,而是把住房保障作为构建社会保障体系的头等大事,把人人有住房作为施政目标。而我国的城镇住房改革却把房地产完全推向了市场,造成房地产价格虚高不下,影响了经济和社会的稳定发展。我国政府必须尽快出台《住宅法》,以法律的形式明确住房的准公共物品性质和政府的责任;全面反思开发商模式,强化政府的行政监管职能;推动地方政府转变GDP增长观念;改革住房用地的审批与拍卖制度;强化对社会资金和国外游资的监控力度等多项措施,遏制房地产泡沫,推动我国经济和社会健康、稳定、和谐发展。 Our government should not push real estate into market, because there is a contradiction between traditional custom of "living and working in peace and contentment" and the vast population living on limited farmland, unsound housing security system, as well as less-coordinated measures for social reform. International experience shows most of developed capitalist countries do not develop their real estate market completely, take housing security as their priority to social security system, and treat "everyone has his roof" as their ruling target. However, our housing reform of cities and towns conducts a complete marketization, which causes nominal high housing price and affects economic and social steady development. Our government should introduce the Housing Act as soon as possible, stipulating the duty of government and attribute of quasi-public goods, and should rethink development mode, strengthening government' s administrative supervision. The concept of GDP growth ought to be shifted among local governments. Approval and auction system of housing lands must be reformed, and various measures strengthened to control social funds and foreign idle money. These measures contribute to the restriction over the bubble in real estate industry and promotion of sound, steady and harmonious development in our economy and society.
