规划环评中环境敏感性评价——以忻州市为例

摘要 随着新一轮土地利用规划修编的展开,为了评价改变土地利用空间布局对自然生态环境和环境质量的环境影响,以忻州市为例,探讨了环境敏感评价在土地利用规划环境影响评价中的应用。利用生态功能敏感地、水源敏感地、污染影响敏感地、优质农田敏感地以及煤矿塌陷敏感地五类环境敏感分类进行综合评价分级,并进一步明确其空间分布范围。通过分析评价忻州市土地利用规划中农用地、建设用地和重大工程用地空间布局与环境敏感区的协调性,提出规划可能对生态与环境造成的影响。协调土地生态功能分区和环境敏感地关系,为忻州市建设用地扩张控制、资源管理、生态保护提供理论依据,为规划环评过程中对土地利用方式和空间布局的评价提供了科学的依据。 As new land-use planning revision is made,causing change of land-use spatial distribution,environmental impact towards ecological environment and environment quality needs to be assessed.Taking Xinzhou,Shanxi Province,as an example,application of environmental sensitivity analysis in Environmental Impact Assessment(EIA) of Land Use Planning has been studied.Using five kinds of environmental sensitive areas including the ecological sensitive area,water source sensitive area,contaminated sensitive area,high quality farmland sensitive area as well as the colliery dent sensitive area,comprehensive evaluation and classification of environmental sensitive area has been made,and spatial scope has been further confirmed.According to the consistency analysis between spatial layouts in land use planning and environmental sensitive area,related environmental influences of the planning is summed up.By coordinating the relationship of land function area and environmental sensitive area,not only theoretical basis has been provided to the outspread control of constructive land and resources management as well as environment protections for Xinzhou city,but also scientific basis to land use mode and the optimization of spatial distribution in the process of land use planning.
