From the reliance of importing,the favorable condition of the import equipment of overseas-funded enterprise and industrial structure,the necessity and reasons for the strategy of import substitution of the Middle Part＇s economics are analyzed.Based on infrastructure,resources and market,import substitution should be applied to the Middle Part＇s economy,in order to develop the Middle Part＇s economy.
