Analysis on the Intrinsic Tension of the Addressing of Air Pollution of the Great Britain in the Mid——20th Century-the Battle of Environment Politics and Interests

1952年伦敦烟雾事件爆发后,英国政府面对各种矛盾冲突,被迫走上了治理空气污染的征程。这些冲突广泛存在于中央政府和地方政府、无公职议员与政府当局、工党和保守党、普通民众与空气污染治理、商业企业与环境管制、英国与欧共体之间。这些以环境为中介的人与人之间的利益博弈,牵涉了复杂的权力和政治关系,在本质上将环境问题变成了政治问题。对此事件的研究对更新我们认知环境问题的思路,制定相关政策有着重要借鉴意义。

After the 1952 London Smog Incident,the British government has to address the air pollution under the pressure of various conflicts.With the intervention of different interests and powers,the environmental issue became a political one.Research into the incident will shed light on our policy making on similar incidents.
