工程招投标串通行为研究及其防治建议

Research on Construction Projects Bidding Collusion and Prevention Countermeasures

文章结合国内外关于串通招投标的研究成果并根据工作中遇到的串通招投标现象,总结了串通招投标的类型及表现形式,并对我国建筑业发展情况进行了统计,分析了串通招投标的原因。文章从提高招投标参与者整体素质、加大执法力度和调整建筑市场结构3个方面,提出了防治串通招投标的几点建议。

Combining with the research achievements and practical situation of construction projects bidding collusion, this paper summarized the types and expression forms of projects bidding collusion, as well as the statistics of the development in the construction industry in China. The reasons of projects bidding collusion were analyzed. The countermeasures for the prevention of projects bidding collusion were proposed from three aspects： the improvement of overall quality of the bidding participants, the enforcement of law supervision and the adjustment of construction market structure.
