摘要
计划经济体制下建立的勘察设计企业是基于直线职能制和事业部制构建的传统生产组织体系。在大营销、大市场的激烈竞争环境中,特别是在工程总承包业务的开展过程中,支撑生产与满足市场竞争需要的矛盾在一定程度上制约了企业生产力的发展。在当前勘察设计业务仍然是设计院"主业"的市场环境下,构建新的生产组织体系应当采用渐进式的变革,而勘察设计企业在转型过程中尝试推行设计项目经理负责制正是实现这种渐进式变革目标的必要过渡。
The development of Survey Design enterprises established under the planned economic system are restricted to a certain extent by the traditional production system based on multidivisional structure and unitary structure.This traditional system poses a conflict between supporting production and meeting market demands under the great competitive circumstance of great marketing,large market,especially in the process of EPC business.Considering the suvey design are still main business of design institutes currently,gradual reform should be recommended in the process of building a new production organization system,and survey design enterprises trying to implement design project manager responsibility system in the transition process is necessary to achieve this gradual reform goal.
