On the Application of New Public Management Theory in the Publicity of the Administrative Affairs in Higher Institutions——Take the ISO9001 Quality Managment System as an example

高校运用新公共管理理论,在校务公开中引入ISO9001质量管理体系,可以形成全员参与的机制,有助于推动校务公开实质性开展,为学校管理的科学性提供保障。要构建基于全校管理体系的校务公开机制,在校务公开过程中采用质量管理的体系和方法,建立程序、文件、标准,分层推进,持续改进,增加校务公开的系统性和有效性。

If higher institutions make use of the new public management theory,and introduce the ISO9001 Quality Management System into the publicity of administrative affairs,the mechanism of whole-staff partici-pation can be developed,which will facilitate the substantial implementation of the publicity of administrative affairs in higher institutions,and hence guarantee the scientificity of institutional management.It is recom-mended to construct the mechanism of the publicity of administrative affairs based on the whole-institution management system,during the course of which the system and methods of quality management shall be adopted,and the procedures,documents and standards shall be established so as to improve the systematicity and effectiveness of the administrative publicity by hierarchical boosting and continuous improving.
