壳牌/PDO公司事故管理对中国企业的借鉴

What can we learn from Shell/PDO's incident management?

事故管理的目的是通过一系列的调查及分析,找出事故发生的直接和间接原因,然后采取有效的预防措施,最终彻底防止今后类似事故的再次发生。虽然我们很多企业都希望防止事故再次发生,但并没有像壳牌/PDO公司这样认真地研究和分析每一个事故,因此就不可能对事故有深层次的理解,难以有效地预防今后类似事故的再次发生。本文以壳牌管理的阿曼石油开发公司(PDO)的事故管理为例,介绍了壳牌公司的事故管理程序、管理理念以及一些具体的管理方法,并指出了值得中国企业管理人员学习和借鉴之处。其中包括:事故管理理念及对事故分析的态度,事故管理的一些定义,危险等级评价,事故管理程序,事故分析模型,事故调查的具体手段,事故调查报告的撰写原则,帮助承包商共同提高的原则,预防性控制,建立网上HSE工作交流平台的做法,以及事故管理培训等。

The purpose of incident management is to thoroughly prevent similar incidents from happening again by means of investigating the direct causes and underlying causes of the incidents and taking effective actions for prevention.All of our Chinese companies wish to prevent the incidents from reoccurring;however,since we do not study and analyze each incident as what Shell/PDO does,we cannot get the complete understanding on the incidents and cannot effectively prevent the similar incidents from happening again in the future.Having the incident management of Petroleum Development Oman(PDO) managed by Shell as an example,this thesis describes the procedure and concept of Shell's incident management and some specific management skills;then it presents what Chinese companies' managers can learn.The points that we should learn from Shell/PDO include the concept of incident management,attitude to incident investigation,definitions of incident management,incident risk classification,procedure of incident management,models for incident analysis,some specific methods of incident investigation,principles for incident report,principle of helping contractors,preservative control,establishing internet HSE platform,and incident management training,etc.
