Ethical Guideline of ART in China:Reflection and Recommendation

为完善我国辅助生殖技术研究与应用的伦理学指导原则,建议在遵循国际共通准则的前提下,根据中国实情,认真听取民众诉求和意愿以及辅助生殖技术工作者的建议,制订相关规范;要为辅助生殖技术的基础研究创造更为宽松的环境,但对临床试验和应用必须进行技术、风险与伦理学认证和评估,严格准入及监管制度。

To develop national ethical guidelines for ART research and clinic application, we recommend in line with the global common ethical principle, as well as considering realistic situation in China and opinions of community and experts, take a reevaluation on the existing guideline for several key issues of ART, including gamete donation, surrogaey and bilateral blinded principles between donor and recipient, in order to make necessary revisions. We should create an enabling environment for basic research of ART, but develop a strict regulation for ART clinic trials by rigorous technical, risk and ethical evaluations, licensing and monitoring.
