减少或消除城市道路的障碍,以方便城市道路中的人群。重点考虑残疾、老、幼、弱、病等弱势人群的使用。无障碍交通体系是为广大障碍人群提供行动方便和安全空间,创造一个"平等、参与"的环境,同时惠及所有人群的体系,体现了我国"以人为本,创建和谐社会"的政策。

The purpose of construction of the accessible transportion system is to reduce or eliminate the barriers to the urban roads and to bring convenience to the urban pepole. The usage of the vulnerable groups such as ： the disabled , the old, the young, the weak and the sick must be taken into considerations . The accessible transportion system brings convenience and safety to the majority of the handicapped , creates an equal and involved environment , benefits the system of all people and expresses ＂people-oriented and creating a harmonious society＂policy in our country.
