摘要
在老龄化社会,离退休人员的人力资源开发对缓解人口压力和构建和谐社会有着重要的意义。该文以吉林省人口普查数据为基础,用社会学的分析方法,通过对吉林省目前的离退休人员数量和素质进行研究,并结合国内外应对人口老龄化政策的成功经验,从政府、用人单位和家庭三个层面入手,通过积极的公共服务,规范必要的人力资源,以及引导人性化的家庭关系,改善吉林省离退休人员人力资源开发的政策环境。
In the aging society, it has important significance for the human resource development of'retirees to relieve pressure of population and construct a harmonious society. Based on the census data of Jilin province, this article used sociological analytical method, through the research of current retirees' quantity and quality, and combining with the successful experience of the aging population policy at home and abroad, from three aspects of government, employer units and family, through positive public service, regulated the necessary human resources and guides human family relationships, in order to improve the policy environment of human resource development of retirees in Jilin province.
