摘要
我国现行土地拍卖大多采用英国式拍卖方法,但英国式拍卖容易滋生小团体共谋行为,致使国有资产流失,资源不能合理配置。本文列举了小团体共谋行为的两种主要形式,并利用博弈的分析方法对各种不同的拍卖方式中串谋形成的机率进行了详尽的比较分析,最终得出结论——荷兰式拍卖以及密封式拍卖可以有效地规避小团体串谋行为的发生,并计算出竞拍者的最优出价方式。
At present, China land auction mostly adopts English auction method, but the collusion behaviors of a small group are likely to happen at this kind of auction, causing the loss of state - owned assets and dispatching resources inappropriately. This paper introduces two main means of collusion behaviors, and presents detailed comparison and analysis of the probability that the collusion products in different types of auctions, and concludes that the collusion behaviors of a small group can be effectively avoided at the Dutch auction and Sealed- bid auction, and points out the bidders＇optimal bidding.
