摘要
广州大学城图书馆联盟建设至今未能启动,主要阻力是对成本分担不合理和收益分配不平衡的顾虑。现实表明一步到位构建大学城图书馆联盟不可行。应该从局部制度变迁开始,选择收益—成本透明的书刊协同采购中心作为突破口,然后渐进式扩展共享内容和范围,最后实现图书馆资源联盟总体制度建设。
The main obstacles of constructing Guangzhou University City Library Union are the problem of unreasonable cost-sharing and unbalanced income distribution among all colleges and universities.Reality shows that one-step construction of University City Library Union is unfeasible,we should start from the partial institutional change,select the transparent cost-benefit part-collaborative procurement center as a breakthrough,on this basis,then gradually increase the range of sharing and finally achieving the library Union.
