长江流域水环境监测站网规划与布设探讨

Exploration on planning and establishment of monitoring network for water environment of Yangtze River Basin

在新时期规划理念不断更新和完善的前提下,长江流域水环境监测站网设置规模不断扩大,监测内容得到扩展和延伸,监测针对性和目的性更加明确,形成了常规监测和动态监测相结合的国家(流域)、省(自治区、直辖市)、地市三级监测网络,为开展水资源保护和管理提供了重要的技术支撑。总结了30余年来长江流域水环境监测站网规划和布设以及污染项目监测方面所取得的成就。按照国家实施最严格水资源管理制度,建立限制纳污红线的新要求,分析了流域水环境监测站网还存在的诸多不足之处,以期进一步完善站网布局和监测功能。

With the social and economical development and further insight into water environment,on the premise of successive updating and perfection of planning idea,significant progress has been obtained in the establishment and management of monitoring network for water environment of Yangtze River Basin with enlarged network and monitoring contents,and more definite monitoring purpose.At present,3-level monitoring system of country,province and city with normal and dynamic monitoring has been formed,which can provide an important technical support for water resources protection and management.We summarize the 30-year achievements in monitoring network planning and establishment and pollution monitoring in the Yangtze River Basin.Some defects are analyzed in the basin water environment monitoring network according to the state requirement for implementation of the most strict water resources management system and limitation red line for pollutant receiving capacity,so as to further improve the network layout and monitoring function.
