摘要 组建医疗集团,实施管办分离,两权分离,研制发展战略,持续整合资源,扎实推进区域医疗卫生体制改革。集团着眼于改变各自为战、相互竞争、重复设置、资源浪费、整体不强的现状。按照区域卫生规划,整合网点布局;明确服务功能定位,优化资源配置;实施双向转诊制度,合理分流病人;推行临床路径管理,规范诊疗标准;构建以患者为中心的服务体系,实施全程优质服务。利用集团体制机制优势,企业化经营,控制医疗服务成本,减少政府补贴额度,实现更好地生存和发展。 To push forward the reform of regional medical system, a series of measures should be taken, including formation of medical group, implementation of the separation of ownership and management, and development of strategy planning and resources integration. The aim of medical group's establishment is to change the present situation, namely, having poor competence overall, but internally, individuals having conflict due to interests and resources waste and overlapping distribution. The following programs is operated, including to: 1) integrate the network layout in accordance with the regional health planning; 2)identify services' role and optimize the allocation of resources; 3)implement the two-way referral system and distribute patients reasonably; 4) adopt the clinical path management and standardize diagnose and treatment process; 5)built patient-centered service system to provide quality services. Taking full use of advantages of the structure and mechanisms inside the medical group, hospital's operation is by enterprised management, the control of health service costs and reducing government financial support in order to achieve better hospital survival and development.
