水资源的供需预测是一个国家或区域制定社会经济发展计划的重要决策依据。影响水供需预测准确性的要素很多，如自然、政治、经济、文化等，复杂而不确定。仅对若干主要因素作一简述，供有关人士分析研究参考。

The prediction of water supply and demand is one of the most important bases for determining the social economic development of a country or a district. The precision of prediction depends on many fac-tors such as nature,politics,economy,culture,etc. These factors are complicated and indeterminate. In this paper,some main factors are discussed. The results can be used for reference by related researchers and planners.
