关于中蒙两国合作开拓跨国出海大通道的战略推进构想

On Vision of Constructing a Thoroughfare through China and Mongolia

中蒙两国共同开拓跨国出海大通道,是中国图们江区域合作开发这一国家战略的重大工程。为推动中蒙大通道工程取得进展,本文通过透析时代背景认为必须尽快开工建设"两山铁路",认证珲春作为中蒙大通道出海口的区域价值,并做出对策创意:强化政府间的战略共识,营造良好投资环境,促进东北亚区域合作,改善沿线生态环境。

Thoroughfare through China and Mongolia is a major project in ＂The Outline Plan of China＇s Joint Development in the Tumen River Area-Puting Changjitu as Development and Opening-up Pilot Zone＂.Aiming at constructing the thoroughfare as quickly as possible,we analyze the background,recognize the regional value of Hunchun as Mongolian sea gate,and find that it should build the railway between Choybalsan and Arxan.We advise China and Mongolia expand strategic consensus about regional development,create benign investment atmosphere,promote the regional cooperation of East Asian and improve the ecological environment along the line.
