摘要 舆论监督的主体无疑是公众,但是由于现实的原因,在舆论监督的实施过程中,传媒往往作为代理人来代表公众进行舆论监督。然而,媒体由于处在政府的严格管理之下,从而使舆论监督这种公众独立自主对政府进行的监督,成了政府管理之下的监督和批评,甚至成为政府行政管理的一种工具。以网络为代表的新型媒体带来的变革,开启了公众表达的平台,它突破原有信息控制格局,使公众作为真正意义上之舆论监督主体的权力得到回归。一种新型的舆论监督模式已经悄然呈现。为此,在新的传媒环境下,政府应该以发展的眼光顺应变革,消除对抗式的控制思维,与公众积极对话、理性博弈,共同促进问题的解决,这才是适合当前传媒生态的理想舆论监督模式。 It is no doubt that the subject of the supervision over public opinion is the Public,but in its implementation,this supervision is always carried out by Media as an agent of the public.The media,however,are under strict control of the government,which,changes the supervision over public opinion that is supposed to be done independently by the public,into one regulated by government.And,this renders the supervision a false one,even a tool in government's administration.New media,represented by Internet,construct the platform for public expression,break the original pattern of information controlled mostly by government,and allow the public to be the subject of the supervision over public opinion.A new model of the supervision over public opinion has been emerging.To this end,in the new media environment,the Government should adapt to the change of media of ecology,eliminate confrontational thinking for control of information,and deal with the problems with active dialogue and rational gaming with the public.This is the ideal governmental action suitable for current model of the supervision over public opinion.
