Problem is the door which leads to understanding.Problems can inspire the curiosity and the desire to explore of learners;it would be beneficial to promoting the development of teaching and online learners'cognitive skills. The online learning environment provides a wealth of cognitive tools and resources to promote online learners'cognitive skills. However, the lack of paying attention to the role of problem-oriented teaching, online courses have so many plaices which generally can't be ideal in promoting online learners' cognitive skills, also,it can't effectively lead a depth of understanding to cognizance. In this study,we had analyzed some excellent experience and the lack of problem-oriented online learning courses home and abroad in the basis of literatures and cases,in addition,It had constructed the framework of online learning and the instance—"the Application of MiniQuest",which would promote the development of online learners' cognitive skills. The design of the course provided situation experience that guided by problem and opportunities to explore and interact.Through a wealth of case study and cognitive bracket, learners can learn self-exploration and thinking deeply in the process of solving problems,at the same time,it can lead learners'cognitive level to high level form low level gradually. Finally,in order to verify the promoter action to learners in the online course,we use experimental methodology and some other methods.
