科学发展观视域下的农村土地征收补偿制度思考

On Rural Land Requisition Compensation System from the Perspective of Scientific Outlook on Development

近年来,随着我国城镇化和工业化进程的加快,政府征地规模不断扩大,失地农民越来越多,大多数失地农民生活水平下降,其原因与我国农村土地补偿制度有关,更与我们对征地补偿的认识不到位有关。我国的征地补偿应当带有城市反哺农村,工业反哺农业的性质,发挥其缩小贫富差距、保障社会发展成果共享的功能。在征地补偿方法上,尽可能不学企业改革的一次性买断做法,要有花钱买稳定的前瞻性认识,不给社会稳定留后患。当前我国农村土地补偿制度存在补偿范围狭窄、补偿标准过低、补偿方式单一、补偿程序欠完善、失地农民社会保障制度欠健全等问题。为此,需要在更新观念,提高认识的基础上,尽可能地扩大补偿范围、大力提高补偿标准、灵活运用补偿方式、严格规范补偿程序、健全失地农民社会保障制度。

In recent years,with the accelerated pace of China＇s urbanization and industrialization,the scale of governments＇ land requisition have been expanding,thus,more and more peasants have lost their land,and the land-lost peasants＇ standard of living has been dropping,the cause of which have much to do with compensation system of rural land,and even with our inappropriate understandings of compensation system of land.The land requisition compensation system in China should have such natures as urban areas nurturing the countryside,and industry nurturing agriculture,and have the functions of narrowing the gap between the rich and the poor and protecting the sharing of social development＇s achievements.Regarding the land compensation methods,one should not learn from the enterprises＇ approach,i.e.one buyout at a time.One should have the forward-looking understanding of spending money for social stability,not to leave a future trouble fro the society.Currently,rural land requisition compensation system in China has the problem of narrow compensation scope,low compensation standard,single compensation way,less satisfied compensation procedures,less perfect social security system of land-lost peasants.Thus,we need to update our ideas,improve cognition,expand the compensation scope to a much greater extent,greatly raise the compensation standard,flexibly use the compensation way,strictly regulate the compensation procedure and improve the social security system for the land-lost peasants.
