在现代社会中,公共组织的环境具有很大的不确定性,这使得公共组织与外部环境保持良性互动面临着更大的困难,更使得公共组织无法有效地履行其职能。采用强化公共组织的责任意识和学习能力、转变公共组织对待变革的态度、提高信息分析和处理能力等方式,可以加强公共组织对外部环境的不确定性管理。

In modern society,external environment of public organization is of a great deal uncertainty,which makes it more difficult to maintain a good interaction between them.In the meantime,public organization cannot fulfill its function effectively.To enhance management of uncertainty,these measures,such as promoting responsible consciousness and learning ability,transitting the attitude of public organization for the chang,improving analyzing and processing ability of information should be adopted.
