摘要
明确各地区建筑业发展水平是政府部门和研究人员制定建筑产业发展规划的基础,而进行建筑业综合竞争力评价是了解各地区建筑业发展水平的有效方式之一。建筑产业综合竞争力评价的关键在于指标体系的构建和评价模型的选择。在构建评价指标体系的基础上,选用了基于"灰贡献度"的TOPSIS评价模型。利用2005~2008年我国建筑业统计数据,计算出建筑业综合竞争力各评价指标对我国建筑业综合竞争力的"灰贡献度",并以此定量和客观地计算出评价指标权重。进而以2007年和2008年我国31省(市、自治区)建筑业的统计数据和该评价指标权重为基础,运用TOPSIS模型评价了各省(市、自治区)建筑业的综合竞争力。结果显示,我国区域建筑产业的发展存在较大差异,最后给出了相应的改善建议。
When forming development plans of construction industry,it is important for the governments and researchers to recognize the degree of development of regional construction industry through competitiveness evolution.Both the indicator system and assessment model are primarily the key to evaluating the competitiveness of the regional construction industry.A new indicator system is constructed and the TOPSIS model is chosen via improving the grey contribution degree method.Based on the China's construction industry statistical data from 2005 to 2008,the weights of competitiveness assessment indicator system are quantitatively and objectively calculated through calculating the grey contribution degree.The statistical data of 31 provincial construction industries of China and the weights of competitiveness assessment index system are employed to analyze the competitiveness of regional construction industry by using the TOPSIS model.The results reveal the unbalance of China's regional construction industry,and suggestions are provided.
