民主化的制度基础:一个文献理解与逻辑重构

Institutional Foundation of Democratization:A Documentary Interpretation and Logic Reconstruction

民主化不是一个简单的制度创建过程,更重要的关切应该是,与民主相契合的基本制度框架被建立之后是怎样发展、丰富乃至完善的,进而使得民主政治制度化的。因此民主化所要探讨的重要议题就是基本制度框架规范下的政治本身所具备的动力机制,换言之,制度内的政治活动,包括各社会政治力量集团在信念、行动与组织上呈现的冲突、妥协和合作,构成了民主化的直接动力。基本制度框架之内的动力推动的民主化是内涵式民主化,这个过程伴随着信念、行动与组织的交叉作用,伴随着冲突、妥协和合作,伴随着基本制度框架的巩固、体制和机制上的积累和替代。

Democratization is not a simple process of establishing institution and more importantly should be concerned with how to be developed,enriched and perfected after the basic institutional framework in agreement with democracy was established,thus making the democratic politics institutionalized.Therefore,the major issue of democratization is to explore the dynamic mechanism under the framework of the basic institution,in other words,political activities within the institution including the inner belief and the conflict,compromise and cooperation reflected between action and organization of each social political power group,all of which constitutes the direct power of democratization.The democratization motivated by basic framework of institution is called connotative model democratization,of which process is filled with belief,interactions between action and organization,with conflict,compromise and cooperation,with the consolidation of the basic institutional framework,and with accumulation and substitution of institutions and mechanisms.
