摘要
发挥教师组织的影响,成立非政府性的、兼具专业及工会取向的"中国教师协会"在当代中国是必要的。教师身份的改变,"小政府、大社会"时代的到来,逐渐形成的教育公共治理的多中心化环境以及存在着的政策空间和民间立场成立中国教师协会是可能的;但由于教师协会的专业意识学理性有余、实践性不足,文化的宰制,制度的缺陷以及教师专业化水平不高等原因,限制了中国教师协会的存在。因此,现代社会既要善待教师结社问题,又要慎待教师结社问题。
It is necessary to display the influence of teachers' organizations and to establish the non-gov- ernmental and union-oriented "Chinese Teacher's Association" with the specialty in contemporary China. Because of the change of teachers' identity, arrival of times of "small government, big society", the forming pluricentricity of environments of education public management and the existing policy space and public stance, it is possible to establish Chinese Teachers' Association;However, because of the too much sense of professional consciousness of teachers' association, the lack of practicality, the rule of culture, the defects of the system and the teacher's low specialized level, the existence of Chinese teachers' association is constrained. Therefore, modern society should be lenient and careful to teachers' association.
