摘要
江西省创新基金通过支持技术创新,扶持科技型中小企业迅速成长,对江西经济发展具有重大影响。基于现状及存在的问题,可以加大创新基金财政投入力度,扩大资助覆盖面;优化创新基金运作模式,变"无偿"为"有偿;"发挥创新基金的引导作用,促进多元科技融投资体系的形成;设立机会主义防范机制,提高项目验收的合格率;加强欠发达地区创新基金宣传和辅导工作,扩大社会影响力;重点支持符合环境保护、生态可持续发展的"绿色"领域。
By supporting technological innovation, innovation funds of Jiangxi Province support the rapid growth of technology - based SMEs and have a significant impact on economic development in Jiangxi Province. Basing on current situation and problems, we should increase the financial investment of innovation funds to expand the funded coverage ; we should optimize the innovation fund mode of operation, change ＂free＂ to ＂paid＂ ; we should play the guiding role of innovation funds to promote investment in multi -technology system for the financial formation;we should set up mechanism strengthen the innovation to prevent opportunism to increase the passing rate of project acceptance ; we should fund advocacy and counseling in the less developed areas to expand its social influence; we should focus on the green areas in line with environmental protection and ecological sustainability.
