我国社区居家养老模式发展探析

Study on the Model of Home-based Community Caring for the Elderly

在人口老龄化日趋严峻、经济体制转轨和社会转型的背景下,社区居家养老模式集传统家庭养老与机构养老之优点应运而生,并代表了中国养老方式未来发展的方向,它与老年人收入保障制度共同构建了我国社会养老保障体系。在分析我国目前社区居家养老模式运行状况的基础上,剖析其存在的问题,并从责任分担的价值理念,多层次发展、配套性支持的设计原则,以及整合资源、拓宽筹资渠道等方面,提出实现社区居家养老服务模式可持续发展的对策和建议。

With the rapid aging of China＇s population,economic reshuffling and social transformation,the model of home-based community care has emerged accordingly,which combines the advantages of family-supporting systems and nursing houses.Together with the income security system,the new model is an indispensable part of the social security system for the aged and it will become a main pattern of caring for the elderly in the future.Based on an analysis of several typical models,this paper probes into the hidden problems and puts forward several measures of as well as proposals on the sustainable development of the home-based community caring model from the perspectives of responsibility sharing,designing principles of multi-tiered development and supporting,as well as some technical solutions including integrating resources,expanding financing channels and improving professional skills.
