摘要
目的探讨小康型乡镇卫生院人员配备标准。方法采用文献分析和问卷调查的方法了解乡镇卫生院人员配备现况,通过定性访谈和专家咨询的方法收集有关小康型乡镇卫生院人员配备的意见。结果小康型乡镇卫生院每千农业人口配备乡镇卫生院人员数在1.8~2.5人之间;卫生技术人员占人员总数的85%~95%;预防保健人员每万农业人口不少于2.5人配备;医护比在11.2~11.5之间;医技及其他卫生技术人员占卫生技术人员总数的30%左右;小康型乡镇卫生院管理人员数占人员总数的10%~15%;专职管理人员数占管理人员总数的30%~40%。结论小康型乡镇卫生院应增加预防保健人员配备;优化医护比;重视专职管理人员配备。
Objective To discuss the standards of manning in well-off level township hospitals.Methods Literature analysis and questionnaire survey were performed to know the current manning of township hospitals.Qualitative interview and expert consultation were carried out to collect suggestions about manning in well-off level township hospitals.Results Manning in well-off level township hospitals should be allocated as: 1.8~2.5 health workers per thousand agricultural residents.Health technicians should account for 85%~95% of total health workers.Prevention and health care personnel should be allocated as: 2.5 persons per thousand agricultural residents.The ratio of doctor and nurse should be 11.2~11.5.Managers should account for 10%~15% of total number.And full-time managers should account for 30%~40% of total managers.Conclusions The number of prevention and health care personnel should be improved in well-off level township hospitals.We should optimize the ratio of doctor and nurse,and value the allocation of full-time managers.
