摘要
加快转变经济发展方式的关键在于大力实施人才强国战略和人才资源优先开发战略。投入不足及效益低下是制约我国人才资源开发的瓶颈。而影响我国人才开发投入的主要因素包括投入对象、投入主体、投入总量、投入效能、综合管理水平等。要构建我国人才开发投入的长效机制须明确目标导向,建立分层投入机制;开展动力分析,建立多元投入机制;加强科学概算,建立预测规划机制;着眼效能提升,建立考核监督机制;强化系统管理,建立综合运行机制,以促进我国人才的可持续开发利用。
In order to speed up the transformation of economic development mode,it is crucial to strongly implement the strategy of reinvigorating China,and put the human resource development at priority.Inadequate input and low benefit are two major restraints against the development of human resources in China.The factors that directly effect on China's human resources development include: the object and subject of input,the total investment,the efficiency and comprehensive management level,etc.Therefore for the purpose of constructing a long-term mechanism of human resources development input,it is prerequisite to take the following measures: to set up clear goals and layered input mechanism;carry on dynamics analysis and explore diversified input mechanism;strengthen scientific budget control and make the forecast planning;focus on efficiency promotion,and establish the assessment supervision system;strengthen the systematic management,and establish the integrated operation mechanism,and thus the sustainability of China's human resources development can be put forward.
