摘要
本文阐述了铁路工程造价实行动态管理的必然性；指出有关国家铁路建设概算中几项费用的调整问题；提出了对地方铁路概算编制办法进行修改和实行动态管理的意见。
This thesis expounds the inevitability that carry out dynamic management forbuilding cost of railway engineering. It points out the problem on ragulating some kind ex-penses in the building budgetary of nationalized railway.Moreover,it suggests the viewswhich revise the way of drawing up and carry out dynamic management for building bud-getary of local railway.
