科学技术的科学发展

Scientific Development of Science and Technology

提出了一个新的命题:科学技术的科学发展问题。当我们关注经济社会的科学发展问题时,也需要以实事求是的态度审视科学技术的科学发展问题。黑龙江省科学技术的发展是不平衡的,缺乏有效地组织协调,有许多薄弱环节,因而该省科学技术的发展相对落后于一些兄弟省市,综合实力在全国的排位不断下降。参考了一些兄弟省市的先进经验,就如何推进黑龙江省科学技术科学发展的问题提出了一些意见和建议:以提高自主创新能力为核心;举全省之力实施该省技术创新工程;面向开放搞创新;充分发挥政府的作用;统筹兼顾;加强薄弱环节,强化重点环节。

This paper proposes a new view point： scientific development of science and technology. When we focus on scientific development of economy, we should think about scientific development problem of science and technology to seek truth from facts. We think that science and technology de- velopment is not balanced in our province and short of effective organizations, is weak in some points, so that science and technology development of our province trails other provinces, integrated strength is falling behind in our nation. This paper references some advanced experience of other provinces, and gives some ideas and suggestions on how to advance our province Sci-Tech development： with self-oriented innovation ability as the core, we should try our best to actualize technology innovation project, innovate face to open, bring into play adequately government effect, make overall plans, take all factors into consideration, strengthen weakness point and intensify emphases.
