摘要
随着高等学校各类科研经费的持续快速增长,高校科研工作取得了显著成绩.但高校科研经费的管理在预算编制和执行、管理费用和劳务费用支出等方面也遇到了很多问题.结合理论思考和工作实践,本文从宏观、中观和微观三个层面探讨了产生这些问题的深层原因,并给出了可行的应对方案.
Continuous and rapid growth of scientific research funds from various channels generates remarkable research achievements in universities. However, many problems, including the budgeting and execution of research funds, expenditure of management fees and labor cost, also emerge during practice of fund management in universities. Combined with theory and practice, it analyzes the deep causes for these problems and proposes applicable solutions from macro, moderate and micro-levels.
