基本药物制度的实践与可及性探索

Practical and Accessible Searching of Essential Medicine Systems

通过对社区卫生服务中心及患者的调研,发现基本药物目录品种及中标采购价格与群众需求差距较大,产、供、配送机制不配套且缺乏监督,对基层医疗机构补偿政策不到位,资金运转困难。建议对基本药物目录进行补充调整,政府有关配套政策应尽快出台,并适当放宽基层医疗机构的核编标准,严格审核药品招标价格。

Investigating some of the community health service center and its patients, author found there are some problems in the implementation of basic drugs, such as basic drugs list variety,drug prices by bidding the price higher than people＇s psychological, drugs production, supply and distribution system was not complete and the lack of supervision. The policy of basic medical institution＇s compensate is not completed, currency flow ran difficulty , and so on. According to these, author suggested to complete and adjust the Basic drugs list and government should come out with the relevant policy and relaxes the basic medical institutions＂ personnel quota standard suitably. At last, strict auditing towards drugs quota price is required.
