Inter-regional Governance:Model,Mechanism and Dilemma

跨域治理作为一种新型的治理模式,打破了狭隘的行政区划界限,超越了简单的政府单一主体,实现了政府、企业、非政府组织和公民社会的网络化互动协作治理,成为解决区域问题和实现区域可持续发展的有效治理模式。本文主要围绕跨域治理的几个基本问题展开:即什么是跨域治理,跨域治理何以发生,跨域治理的模式选择、机制设计以及面临的制度困境。

As a new cross-domain model of governance,the Inter-regional Governance model breaks the narrow boundaries of administrative divisions,exceeds a simple mode with single subject of government,and promotes an interactive and collaborative governance among the government,enterprise,NGOs and civil society.This mode has become an effective governance mode to solve regional problems and achieved sustainable regional development.This paper discusses several basic issues about inter-regional governance,namely what is inter-regional governance and why inter-regional governance occurs,and then further focuses on the mode,mechanism and dilemma of inter-regional governance.
