Property Rerspicuity and Establishment of Modern Corporational System

本文认为 ,国有企业要建立现代企业制度 ,在产权明晰方面有许多事情要做。作者在分析现行体制不足后 ,提出并论证了两个观点 :其一 ,现有国有企业要实行分级所有 ,即分解为中央、省、市、县四级所有 ,分别由同级政府来行使所有权。其二 ,建立三个层次的、有效的国有资产管理体系 。

Property right perspicuity is the key to establishing modern corporational system. By analyzing the deficiency of the current system,the author concludes that existing state-owned enterprises should be put under control at four levels:the central government, the provincial government, the municipal government or the county government, that an effective administering system of national capital should be founded on three levels so as to correspond to the level of ownership.
