农村公共产品治理机制研究——基于用水协会的个案分析

Study on Rural Public Goods' Governance Mechanism

基于用水协会的个案分析,运用制度分析方法,对我国现有用水协会成立及存在的问题进行剖析,指出要在完善现有自治组织的基础上,建立包括其他农村基础设施在内的产权明晰、自治性强、机构完善的股份合作制、法人型的农村公共事务治理协会。同时,政府要转变职能,采取正确的措施给予农民自治组织以制度上的支持,以促进农村公共事业的可持续发展。

Based on the case analysis of Water User Association, using the method of institutional analysis, the establishment of the existing Water Users Associations and the problems in them were dissected, and pointed out that based on the perfection of the existing autonomy or- ganizations, we should set up the Rural Public Affairs Associations which included other rural infrastructures and have the characteristics of property right clarified, strong autonomy, sound institutions, stock cooperation and legal person. At the same time, government must transfer its functions, take the right steps and give institutional support for the Famer＇ s Self-organizations. Only through this means, the rural public affairs can be sustainablv developed.
