关于高等教育经费分配方法的改革

On the Reform of the Distribution of Appropriations of Higher Education

高等教育经费分配取消“综合定额加专项补助”方法，实行“按学校规模，按综合定额拨款”方法具有十分重要的意义，但在目前也存在着一些明显的缺陷。“按学校规模控制下的实际招生人数，按综合定额拨款”的方法，既吸取了“按学校规模，按综合定额拨款”方法的优点，又克服了它的缺陷，是一个比较科学、合理、适应高校特点的高等教育经费分配方法。

This paper makes a study of the advantages and disadvantages of the present means of distributing the appropriations of higher education and tentatively puts forward a new way which can absorb the advantages and overcome the disadvantages of the present means. It is a system of comprehensive quota appropriation based on the actual enrollment of a university.
