摘要
公立医院绩效考核是加强医疗质量安全和经济运行监管、转变公立医院治理机制的一项重要工作。笔者从卫生行政部门和办医主体对医院绩效考核和医院内部绩效管理两个层面,提出了我国公立医院绩效考核的重点内容和思路设计。并从加强对绩效考核工作重视、推广综合目标管理责任制、推动医院内部绩效管理、探索绩效工资制度、完善科学的医疗服务绩效评价模式五个角度提出了对我国公立医院绩效考核工作的理论研究和探索。
Public hospitals' performance assessment is an important measure to enhance hospital safety and quality and transform public hospitals' government mechanism.From the aspects health bureau and the ownership,key content and conception framework of public hospital performance assessment in level of government governing public hospital and hospital internal performance have been discussed.Theory research and exploration of public hospitals' performance assessment are presented from the aspects of paying attention to public hospitals' performance assessment,establishing and popularizing comprehensive target management accountability,improving internal performance management of hospitals,completing assessment mode,exploration performance salary and payment system,and working on scientific healthcare service performance assessment.
